Dear Umair, As always you are great on the general overview, but miss the main point: why are individuals not democratic?
In most societies, children are conditioned to accept the primary importance of hierarchical values. For example, that there is a uber-Führer in the sky called "God," for starters!
No "system" will bring democracy to those societies till that changes.
